Before leaving the Colony I wish to place on record that I have had frequent occasion to consult Mr Chatham, both semi-officially as well as officially, since he assumed charge of the Public Works Department on Mr Cooper's departure; and that I have found him not only willing and prompt, but also painstaking, with a clear apprehension of the points at issue and generally satisfactory.

Of his professional qualifications and value, in a technical sense, I am of course incompetent to judge but Mr Cooper has a good opinion of them.
